Adv. Nyembo C. Eméline is the CEO and Managing Director of Shebah Law Firm, a business-oriented legal practice based in Kigali, Rwanda. A member of the Rwanda Bar Association since 2011, she brings over 20 years of cumulative legal experience to every matter she handles.
Before joining the Bar, she served for six years as a Prosecutor with Rwanda's National Public Prosecution Authority, working across multiple prosecution offices nationwide. That experience built a strong foundation in criminal law, particularly in corporate criminal liability, economic offences, gender-based violence, child protection, and cross-border crimes. It informs the firm's risk-prevention approach to advising businesses and individuals today.
Before her prosecutorial and Bar career, Adv. Nyembo taught law (Droit et Administration, 2001–2004) and trained judges of Rwanda's Gacaca courts ahead of their launch in 2002. As Prosecutor from 2004 to 2010, she specialized in the prosecution of genocide crimes and gender-based violence offences. She is also a certified mediator, with an active advisory practice spanning mining law, land law, family law, criminal law, and commercial law.
Adv. Nyembo holds a Bachelor of Laws (2002) and a Post Graduate Diploma in Legal Practice (PGDLP) from the Institute of Legal Practice and Development (ILPD), obtained in 2016. She is also a member of the Alliance Internationale des Femmes Avocates, the East Africa Law Society, and HAGURUKA NGO, and is widely recognized for her engagement in promoting and implementing laws on the rights of women and children at national, regional, and international levels. This includes service as Regional Coordinator for the Great Lakes Region within the International Federation of Women Lawyers (FIDA/RIFAV), where she championed implementation of instruments such as the Maputo Protocol. Adv. Nyembo is also a committee member of the Family Law Committee of the East Africa Law Society.
Her specialized certifications include professional training in mediation, negotiation, and mining law.
She has delivered trainings in criminal and international criminal law, prosecution of sexual and gender-based violence offences, evidence collection in cases involving minors, and negotiation, mediation, and conflict management, in partnership with the Rwanda Bar Association and the International Development Law Organisation (IDLO). She also consults in Sports Law and Shipping & Maritime Law, and speaks at conferences on compliance, ethics, emerging technologies, and women's leadership.
